Israeli Prime Minister Benjamin Netanyahu used his annual United Nations address on Thursday to launch an all-out assault on the historic nuclear deal with Iran, warning that his country would never let the Islamic Republic join the atomic weapons club.
 
Speaking at the yearly gathering of world leaders at the U.N. General Assembly, Netanyahu reiterated Israeli criticism of a deal between Iran and major world powers aimed at curbing Tehran's nuclear program.
 
He said that, once international sanctions are lifted, "unleashed and unmuzzled, Iran will go on the prowl."
 
Israel, Netanyahu said, would never allow Iran "to break in, to sneak in, or to walk into the nuclear weapons club."
 
Israel, which experts and diplomats say has the only nuclear arsenal in the Middle East, has repeatedly warned it is prepared to use military force to prevent Iran from acquiring atomic weapons. Tehran denies wanting nuclear arms and insists its nuclear program is peaceful.
 
U.S. President Barack Obama's administration has vigorously defended the July 14 nuclear agreement with Iran against criticism from Republicans in Congress, who tried unsuccessfully to kill the deal, and Israel, describing it as the best way to avoid a new war in the Middle East.
 
Obama's already strained relations with Netanyahu deteriorated further in the months before the July nuclear deal because of the Israeli leader's forceful campaign against it.
 
During Netanyahu's speech, Washington was represented by U.S. Ambassador Samantha Power's deputy, David Pressman, and U.S. Ambassador to Israel Daniel Shapiro. Power and Secretary of State John Kerry are both in New York, but Power's spokeswoman, Hagar Chemali, said they had to join a video conference call with Obama that ended up coinciding with the Israeli speech.
 
Netanyahu pulled no punches. "We see a world celebrating this bad deal, rushing to embrace and do business with a regime openly committed to our destruction," he said.
 
The Israeli leader held up a copy of the latest book by Iranian Supreme Leader Ayatollah Ali Khamenei that he said was a "400-page screed detailing his plan to destroy the state of Israel."
 
Diplomatic sources have said that Israel and Iran's regional rival, Saudi Arabia, have been discussing how to respond to the nuclear deal and their fear that the lifting of sanctions, expected in the coming months, will embolden Iran to pursue a more aggressive foreign policy in the Middle East.
 
Without naming countries, Netanyahu said Israel was in touch with Arab states about Iran.
 
"Israel is working closely with our Arab peace partners to address our common security challenges from Iran and also the security challenges from ISIL (Islamic State) and others," he said.
 
Most of Netanyahu's 43-minute speech was focused on the threat posed by Iran. But toward the end, he responded to Palestinian President Mahmoud Abbas' U.N. speech on Wednesday, in which Abbas said recent Israeli security actions at the Al-Aqsa mosque in Jerusalem could ignite a religious war.
 
Netanyahu told the General Assembly that Abbas should stop "spreading lies about Israel's alleged intentions on the Temple Mount," and return to direct negotiations to secure peace between the Israelis and Palestinians.
 
"Temple Mount," where Al-Aqsa is located, is the Israeli term for the location. It is one of the holiest sites in Islam and Judaism.
 
Abbas had accused Israel of undermining U.S. attempts at brokering peace, though Netanyahu placed the blame on the Palestinians.
 
Netanyahu also accused the General Assembly and the U.N. system as a whole of engaging in incessant, unjustified "Israel-bashing." Twice during his speech - once at the beginning and again in the middle - he silently stared at the 193-nation General Assembly with an angry look on his face.
 
His second stare down with the General Assembly lasted for 45 seconds, coming after Netanyahu accused the assembly of maintaining "deafening silence" in the face of Iranian threats to destroy Israel.
 
The prime minister also made clear that Israel would continue to use military force to repel attacks from Syria and to prevent the Iranian-backed Lebanese militant group Hezbollah, which is fighting in Syria alongside government forces, from acquiring key weapons.
 
"Israel will continue to respond forcefully to any attacks against it from Syria," Netanyahu said, adding that it would also "prevent the transfer of strategic weapons to Hezbollah from and through Syrian territory."

Prime Minister Binyamin Netanyahu has approved tougher rules of engagement for security forces grappling with the latest surge of Palestinian terror, ready for the security cabinet's endorsement Sunday, Sept. 20.
 
First cleared with the State Attorney Yehuda Weinstein was the use of the Ruger rifle by Jerusalem police.
 
This weapon fires light 0.22 (5.59mm) bullets packed with a small amount of explosive which can cause injury within a 100m radius. It was used against Palestinian terrorists during their Second Intifada in 2000-2007.
 
 Under the amended rules, police officers and soldiers may use the Ruger for live fire in life-threatening circumstances, such as the throwing of rocks and fire bombs which have plagued East Jerusalem in recent months.
 
This rule goes into force in all parts of Israel, since one of the primary inciters of the unrest on Temple Mount is the Northern Wing of the Israeli Muslim Movement, which represents Israeli Arab Muslim extremists.
 
A delegation of Israeli Arabs, including members of parliament, has embarked on a tour of Arab-Muslim capitals to push their claim that Israel is violating the status quo at the shrine. They plan to meet Jordan's King Abdullah, Turkish President Reccep Tayyip Erdogan and Egyptian President Abdel-Fatteh El-Sisi.
 
 The Netanyahu government has circulated a counter-statement to world governments demonstrating that Israel is adhering strictly to the status quo on Temple Mount, which is sacred to three world faiths, and acting only in the interests of preserving the peace against violent disturbances.
 
The new rules of engagement distinguish between legitimate demonstrations and "popular terrorism." The disturbances and clashes of the past week between Palestinian stone- and firebomb throwers and security forces in Jerusalem come under the heading of "popular terrorism."
 The prime minister and security chiefs have also acted to bring special operations units of the police force to Jerusalem to help quell the unrest, as well as posting a police presence for maintaining order in the Palestinian districts of the capital. The police and Shin Bet internal security service have set up a joint task force for gathering intelligence and investigations.
 
 Attached to the new measure which goes into effect later today is a draft law permitting courts to impose fines on the parents of minors found guilty of stoning attacks, as well as higher minimum jail sentences for stone and firebomb attackers.

Following the clashes on Friday, Sept. 18 in the Jabal Mukabar neighborhood, a question has arisen on whether the Palestinians opened fire on undercover units and Border Police forces in the area.
 
Such shooting by Palestinians in the capital is not new, and it occasionally happens in the northern part of the city, emanating usually from the Shoafat refugee camp and the village of Issawiya. These are isolated incidents, occasional volleys at adjacent Jewish neighborhoods, such as Pisgat Zeev.
 
But the situation in Jabal Mukabar was completely different, with shoot-to-kill gunfire aimed at members of the Border Police.
 
On that day, the news reports of the Voice of Israel radio station at 17:00 and 18:00 opened with a story that was impossible to ignore: four border policemen were wounded from gunfire on their armored vehicle in Jabal Mukabar, with one of them wounded seriously. However, the item vanished from the 19:00 broadcast, with Molotov cocktail attacks and rock-throwing incidents reported instead.
 
There are several conflicting points to consider regarding this matter: the armored vehicle clearly had bullet holes, but no signs of firebomb attacks. Then too press photographers on the scene reported specifically that border policemen were wounded by gunfire; residents of Jerusalem's Meir Nakar street, next to Jabal Mukabar, said in interviews to various news organizations that there were exchanges of fire between the border police and Palestinians; and police officers said late Friday night that undercover units had arrived and opened fire in order to save themselves, and that several border policemen were injured by a Molotov cocktail.
 
The suggestion was that the officers had been injured by friendly fire - not Palestinian gunshots.
 
Several hours after the clashes at Jabal Mukabar, there was another incident south of Jerusalem in which Palestinians who threw firebombs at an IDF post near the Tomb of Rachel were shot and seriously wounded.
 
That was not the only attack on an IDF position in the Jerusalem area during that 24-hour period. On Thursday, Sept. 17, a Home Front Command base on the Mount of Olives was attacked with firebombs and a section caught on fire.
 
In addition to these incidents, on several occasions last week, Palestinians who had barricaded themselves in the Al-Aqsa mosque threw stones and stone blocks at police and shot firecrackers directly at them, which might have caused serious injury and even permanent blindness, but luckily none of the policemen were injured.
 
In other words, the latest developments show a surge in clashes between Palestinians and the Israeli security forces.
 
Jerusalem's Mayor Nir Barkat said on Friday, following incident at Jabal Mukabar, that he welcomed the increase of offensive police's anti-terror operations which entered the city's flashpoint neighborhoods.
 
His comment aimed at raising the morale of the police forces fighting the new wave of Palestinian terror for the past two weeks.  It also drew attention to the ongoing debate within the Israeli government over the choice of next police commissioner, who is the official in charge of the country's strategy for fighting terrorism. While this appointment hangs fire, it is not clear who is in charge of this war, in the interim, Prime Minister Binyamin Netanyahu or Public Security Minister Gilead Erdan?
 
 Gil Hirsch, Erdan's choice for commissioner, is out of the running.  We have learned that the prime minister is opting for an army general to shed his uniform and take charge of the police - against the wishes of the Public Security Minister.
 Palestinian terror tacticians are no doubt exploiting the fact that the war on terror is bouncing between them, with no sign that the violence is about to be brought under control in the immediate future.
 
debkafile's military sources reported on September 15 that the latest rioting is the face of the third intifada, At least for now, the unrest is not in the form of suicide attacks of the last uprising but more like "localized armed clashes."
 
Our military and counter-terrorism sources point out that armed Palestinian groups, including Israeli Arabs from the extremist Islamic movement, have made an ad-hoc agreement to carry out attacks. In light of such a development, gunfire at Israeli security forces is very likely to grow.

Abdullah II also urges EU president to take a firm stand against Israel over the recent clashes at al-Aqsa Mosque
 
Jordan's King Abdullah on Sunday told a delegation of visiting Israeli Arab Knesset members that the al-Aqsa Mosque in Jerusalem was for "Muslim prayer only."
 
Abdullah also reiterated his criticism of Israel's response to the recent escalation in violence on the Temple Mount, where the mosque compound is situated. Israeli security forces have repeatedly clashed with Muslim protesters in and around the Temple Mount over the past week. The clashes were triggered by a police raid at the mosque in the run-up to the Jewish New Year festival of Rosh Hashanah that turned up pipe bombs, stockpiles of rocks and firecrackers as well as a barricade at an entrance to the al-Aqsa mosque.
 
"What is Netanyahu trying do achieve with this action; is he trying to cause an explosion?" Abdullah said during a meeting with members of the Joint (Arab) List in Amman, the Hebrew-language Maariv website reported.
 
Abdullah said that the recent unrest on the Temple Mount - the holiest site in Judaism and the third holiest in Islam - would be on the agenda during his meetings at the UN next week.
 
The king also Sunday urged the European Union to take a firm stand against Israel over the clashes, as he met the EU president on Sunday.
 
"The international community and the EU in particular should adopt a firm position to halt these serious aggressions and violations" by the Jewish state, he told Donald Tusk.
 
The delegation of MKs is expected to travel from Jordan to Turkey for a possible meeting with President Recep Tayyip Erdogan to discuss the issue later this week.
 
A Jewish presence on the Temple Mount is largely seen by the Arab world as part of an Israeli attempt to seize control of the site and nullify the current status quo agreement that allows Jews to visit but not pray at the site.
 
Both Erdogan and Abdullah last week blamed Israel for the clashes.
 
Joint List MK Ahmad Tibi told Israel Radio on Sunday that the purpose of the meetings was to discuss the "change in the status quo" at the Mount.
 
A number of MKs slammed the Joint List delegation's actions as anti-Semitic and said the visit amounted to "treason."
 
MK Avigdor Liberman, leader of the opposition Yisrael Beytenu party, accused the lawmakers of working to inflame tensions, Maariv reported earlier on Sunday.
 
"This is another step in the constant behavior of incitement by Knesset members from the Joint List, who are busy night and day in anti-Israeli activities, and do everything that they can to agitate and destabilize the situation in the region and damage Israel."
 
Jewish Home party MK Bezalel Smotrich called the delegation's actions "treason."
 
"The theater of the absurd continues," Smotrich said. "Arab MKs from the Joint List are joining with Erdogan to continue the anti-Semitic diatribes against Israel. In a normal country such an act is called treason."
 
Freshman Likud MK Oren Hazan also criticized the meeting, and called on Abdullah and "longtime friend" Erdogan to meet with him for a "realistic perspective" on the fight against terrorism.
 
"Tibi is leading a delegation of terrorists in the peace process, preaching a false reality and spreading lies and hatred aimed at damaging Israel," he said. "I call upon King Abdullah and our longtime friend Erdogan to meet with me to receive a realistic perspective on life in Israel and the war on terrorism."
 
On Sunday, a firetruck traveling near the settlement of Beitar Ilit south of Jerusalem was attacked by over a dozen stone throwers and a convoy of two cars traveling from the settlement of Tekoa to Jerusalem was attacked by a similarly large group of stone throwers near the village of Beit Sahur. No injuries were reported in either incident.
 
Last week, the UN and US have urged restraint on both sides amid the latest clashes, while Jordan, which has custodianship rights over Muslim holy places in Jerusalem under its 1994 peace treaty with Israel, has warned that ties are at stake.

Angry over President Obama's abandonment of Israel in the Iranian nuclear deal, several commentators are now proposing that Israel work with Russia in the Middle East for their mutual interests and concerns. But Israeli Prime Minister Benjamin Netanyahu is too knowledgeable about the roots of international terrorism to fall into such a trap.
 
Caroline Glick, Director of the Israel Security Project at the David Horowitz Freedom Center and adjunct senior fellow for Middle Eastern Affairs at the Center for Security Policy, writes in The Jerusalem Post that while Israel can't depend on the United States with Barack Obama as its president, Israel can work with Russia's Vladimir Putin. She writes that "...we need to recognize that Russia is not the Soviet Union. Yes, Russia has superpower aspirations, which include projecting its power in the Middle East. But unlike the Soviet Union, Russia's actions are not informed by an overarching world view that is inherently anti-Semitic."
 
Let's look at the record.
 
Putin is a former Soviet KGB colonel and his regime is based on the remnants of the old Soviet Union, including its military and intelligence establishment. In a very real sense, Russia is the Soviet Union. Russia sponsors Iran's nuclear program and considers the regime a Russian ally in the Eurasian geopolitical project conceived by influential Russian philosopher Alexander Dugin. His vision of "Eurasianism" is a revival of the Russian empire that includes Islamic Iran. Dugin has explained in the article, "Eurasianism, Iran, and Russia's Foreign Policy," that a "strategic alliance" exists between Iran and Russia, and that Russia "will not cease its efforts to reduce sanctions against Iran" over its support for terrorism and pursuit of nuclear weapons.
 
Former KGB officer Konstantin Preobrazhensky says Dugin has been backed by the KGB and his vision is regarded as a replacement for, or supplement to, the old Soviet ideology. In fact, he writes that "the ideology of Eurasianism was developed by Soviet intelligence in the 1920s and seeded among the Russian immigrants in Europe."
 
As noted by the anti-communist Brazilian writer Olavo de Carvalho, who has debated Dugin, the Jewish state is regarded by Dugin as "a modern capitalist and Atlantist entity and an ally of American imperialism." This view helps explain why Moscow backs the government of Iran with weapons, nuclear technology and diplomatic support.
 
 
Glick writes, "Today Israel has only two threats that it really needs to worry about: the Iranian threat and the Palestinian threat to Jerusalem." However, both of these threats are backed by Russia. Russia stands behind Iran as well as the Palestinian Authority, the governmental body of the Palestine Liberation Organization (PLO).
 
While Putin has refrained from open anti-Semitism, he made the controversial assertion that at least 80 percent of the members of the first Soviet government were Jewish-a claim exposed by Jewish journalist Yori Yanover as an anti-Semitic lie. A popular view held by so-called Russian nationalists is that communism was imposed on Russia by a conspiracy of Jewish bankers. Dugin was photographed meeting with former American Ku Klux Klan leader and neo-Nazi David Duke in Russia.
 
Glick argues that Israel and Russia can somehow come to an understanding about their mutual interests, and that Israel can help Russia "fight anti-Russian jihadists operating out of Syria."
 
Pro-Israel commentator David Singer agrees, writing that "Russia and America now need to solely focus on defeating Islamic State-whilst putting their support for [Syrian dictator] Assad or his overthrow on the backburner until Islamic State is defeated."
 
Russia is establishing major bases in Syria and doesn't need any help in fighting those jihadists, should it want to do so. However, Russia has not joined the international coalition fighting Islamic State terrorists in Syria. In fact, there is substantial evidence of Russian involvement with those same jihadists, who are increasingly targeting Europe and the United States. It appears that at least one very important leader of the "anti-Russian Jihadists" is quite possibly a Russian agent.
 
On the surface, this seems strange, since some of the jihadists are fighting the Russian-backed government in Syria. But the dialectical approach to world events employed by Marxist-Leninists has been to manipulate both sides of a conflict, in order to come out on top. There is no reason to believe the Russians have discontinued this approach and have given up on the Arab and Islamic assets they maintained in the Middle East during the Soviet era.
 
Since the days of Lenin, the Russians considered Muslims of the world to be included in the "oppressed peoples" capable of being incited toward world revolution. Lenin told the Muslims in 1920, "Support, then, this Revolution and its sovereign Government. Comrades! Brothers! Let us march towards an honest and democratic peace. On our banners is inscribed the freedom of all oppressed peoples."
 
In reality, the Muslims have been repressed and co-opted for the cause of world revolution. The Russians rule their Muslim-dominated region of Chechnya with an iron fist today. When you examine a list of countries where the thousands of Muslim refugees fleeing the Middle East want to go, Russia is not a place they seek or desire. Europe, especially Germany under Angela Merkel, has been far more accommodating toward this foreign invasion.
 
The Soviets created the PLO for the purpose of destroying Israel, but were also influential with al-Qaeda, whose current leader, Ayman al-Zawahiri, was trained by the KGB. The Iranian Ayatollah was trained by the Russians at Patrice Lumumba University.
 
An excellent analysis of the Soviet/Russian hand in the Middle East, "Do traces of KGB, FSB and GRU lead to Islamic State?," was written by Marius Laurinaviius, a senior analyst at the Eastern Europe Studies Center. The acronyms represent Russian intelligence agencies.
