On Capitol Hill, the Senate voted 93-4 to extend the  Terrorism Risk Insurance Act  (TRIA) created from the attack on 9/11 to coverage implemented through 2021.
 
The program currently allows for corporations to market commercial property and causality insurance under a provision of coverage for terrorist attacks.
 
This requirement is counter-balanced by the federal government's intercession of cash flow to insurers for losses incurred "under certain conditions".
 
The insurance corporations will front the first $100 million for the total losses. The insured will be responsible for a deductible equal to 10% of the initial premium based on the previous year's comparable insurance packages.
 
The  extension  increases the amount insurance corporations must pay up front with a co-pay of 20%.
 
Sponsor of the bill, Senator Chuck Schumer,  said : "In a post 9-11 world, developers and business owners embarking on multi-year, multi-million or billion dollar construction projects need to be certain they can insure their investments. At a time when our economy is not growing as robustly as we'd like, failing to renew (the program) would be particularly foolish. Without (the program), it's a virtual certainty that a large number of construction jobs and economic development would be lost."
 
House Representative Randy Neugebauer, sponsor of the House version of the Senate bill  claims  this extension "protects taxpayers from further Washington-sponsored risk."
 
The extension affords the federal government to ability to pay for damages up to $100 million incurred from an act of terrorism.
 
In a statement, President Obama said: "Terrorism insurance is necessary for a broad range of economic activities in areas across the country, and would be prohibitively expensive or unavailable in the absence of the program."
 
House Representative Jeb Hensarling  suggests  raising the bar of claimed monetary losses an insurance corporation can file to receive compensation.
 
Two years ago, the US House of Representatives passed  HR 6566  which is an amendment of the  Homeland Security Act of 2002  that imbues the administrator of the Federal Emergency Management Agency (FEMA) "to provide guidance and coordination for mass fatality planning, and for other purposes."
 
Elected officials assume that in such an event, funeral homes, cemeteries and mortuaries would be  overwhelmed  should millions of Americans suddenly die in a tragic event. There must also be allowances for survivors of such an event.
 
Representatives from local and state governments must coordinate with federal agencies, private sector businesses, non-profit organizations and appropriate individuals to prepare and respond to an incident wherein mass casualties occur.
 
In that same year, Department of Homeland Security (DHS)  released  a mysterious bacteria into the Boston subway system to "test" sensors that detect biological agents in a supposed terror drill.
 
In a DHS  press release , the agency said: "A rapid alert from a detection system can locate and identify these materials and provide for immediate and appropriate response to protect people and contain the hazard."
 
This scheme was planned in advance when it was announced that the bacteria B-subtilis was to be released in heavily populated and semi-contained areas like underground train stations; however this bacteria "has no adverse health effects for low exposure in healthy people."
 
Last year, the DHS initiated a 3 day  Portland Area Capabilities Exercise  (PACE) to train workers for a bioterrorism attack. Officials involved say that the drill, which simulates 50 venues and 65 jurisdictions across the state, is the largest terror drill they've participated in.
 
Should public health become an issue after a dirty bomb explosion be detonated, the  Washington County Emergency Management  (WCEM) would like to be sure they are prepared.
 
Scott Porter, director of WCEM said: "Exercises such as this are critical to identifying strengths and weaknesses in our response capabilities and to understanding the complexities of multi-state, multi-agency incident response operations."
 
In that same year, the Dorney Park & Wildwater KIndgom in central Pennsylvania was the scene of another  terror drill  in preparation for a terrorist attack.
 
The Northeast Pennsylvania Regional Counter Terrorism Task Force (PR-CTTF) planned an emergency preparedness drill wherein "a hazardous condition with multiple casualties during the peak of the park's summer season."
 
Robert Werts, manager of the PR-CTTF explained: "When an emergency occurs you always revert to the manner in which you have been trained, and during an emergency it's too late to exchange business cards. The goals of [the task force] are to provide training for emergency personnel who will respond to the dangerous conditions they confront and allow those persons to become familiar with the needs and operational abilities of other first responders prior to arriving at an actual emergency."
 
Also in 2013, Los Angeles Airport (LAX) officials  participated  in a "full scale aircraft disaster drill designed to test the airport's emergency response capabilities during a two-hour, unrehearsed exercise."
 
John Kinney, director of Emergency management at LAX said that "there will be some pyrotechnics associated with this because we're trying to simulate and create a sense of realism."
